Easily atainable.
First do donuts till 1 tire pops(takes about a minute)
Next find a sole cop wondering the streets
Ram him from behind going 90+MPH with your nitrios, which will take him out and put you in a cooldown almost instantly.
Just stay out of sight till you escape and

Tip #1 is flawless. Took me 45secs, and thats only because of literal oversteer in a dirt lot while trying to hide in a Bugatti w a blown rear set of tires, LOL.

Easy trophy. Although, I managed to somehow escape with 4 blown tires. I used a major jumping spot and while the cops got tied up and crashed I got away. |
