I did some damage to her in the graveyard but didn't really pay attention to if it carried over to the final boss fight. You have to keep using shadow storm to get close to her in the final fight otherwise she'll just keep blasting you away.

I've never tried Infamous before, only the demo of the 1st game for a few minutes, but now I'm gonna try again and maybe buy the complete one.
