I did this one in high chaos run. I took power Shadow Kill (all unaware enemies turn to dust) and upgraded Void Gaze to level 2 (you can see enemies through walls) with first 3 runes I got. At end of first level you will have to save Billy. She is held by the gurds. If you shot any of them it will count as alert. Instead just throw a chokedust in front of her and she will escape.
On second level before your first chat with Thalia you will have to take out few guys. After you headshot the first one two more will come. Headshot the one on the right side first. If you shot left guy first the guy on the right will see him die. I'm not sure if that counts as alert, but after problem with Billy on first level I didn't want to risk it.
On third level you will have to save few assassin |

On third level you will have to save few assassins. I used Bend Time level 2 (it takes 8 runes for level 2) and sleep darts. I'm not sure does it matter, but I upgraded them to combat sleeping darts. Tactic is very simple. You freez time and shot all gurds with darts. I hope this helps. |
