At first, I just tried to fill the room with steam, but he just unlocked the door and ran out.
I had to posses a fish, swim into the room where he was, choke him, then grab the key, leave the room and fill it with steam. |

Alternatively, you can coke him out or put him to sleep with a sleeping dart, then carry him down to the room, just make sure to take out all the guards beforehand, worked for me. |

That's weird, he was in the room with one of the...girls when I came down there. I just put that wheel on, turned it, he freaked out and ran straight towards me screamin at the window and...pop! There was my trophy! |

I had the opportunity to do this on my first run because he was in the steam room already but I didn't know that until after I killed him....with my sword :) When I sleep darted him in the Ivory Room and carried him down to the steam room...make sure to disable the officer and his lady in the room directly across from the steam control room BEFORE you use the steam. Once you use the steam valve it can't be used again. Pendleton has to be in that particular room. The other rooms won't work...at least one of them didn't.
