Go to the bank beside Arsenal District East Gate, it's where most of Sequence 5, Memory 2 & 3 happened. 2. Empty your bank, then wait beside the Arsenal District East Gate for the bank deposit. 3. Once the deposit has done, walk or run around the area, while looking at the minimap 4. The tax collector will pop up, chase him down. The time the tax collector appears might vary, mine appeared after 2-3 minutes, on the vid below, its just a few seconds. http://www.youtube.com/watch?v=aSSemqMCDhs I was pissed off like you as these guys are very rare, but i did that process and i can confirm that it works. | Comment #22 by CosmicBlitz Saturday, September 22, 2012 @ 08:35:26 PM If any of you guys are still having trouble with this, just listen to what I did and hopefully it'll help. I tried EVERYTHING that was listed here, all kinds of methods, and nothing seemed to work. I got a little bit of two different methods and it worked on my first try. 1. Make sure your notoriety is AT LEAST 50%. 2. Go to the bank right outside of the Arsenal district and empty out the money you have there (make sure there's money in the bank). 3. The bank is facing a large entry which leads to the Arsenal district; climb up the steps and wait near the entry, but at the top of the steps. 4. Wait until the money is deposited and hurry back to the bank. 5. He should then spawn. | |
