Where is Tokoyami, Masked Assassin

Cant find that Guy. The hint is "near batting cage" and i've searched the area without success.

North of the Batting Cages is the road Park Ave. Just run down it and it should trigger the cutscene. If you don't then turn around and run the other way to make sure you hit the right spot.
