Guys, all the capsule locations are in the walkthrough here.

For this one: The easiest way to get it is to go to the back of the hat shop (it’s the building by the store) and press the button in the back wall. Then quickly run around to the front of the hat shop to see that the sign has dropped enough for you to grab it. Pull yourself up and it will launch you through the air right to the capsule, (CP249) Goo Walls.

There is another way to get this prize, although it does require 2 players. First you must have a building next to the town hall. Simply wall jump between the two buildings and then get to the roof. One player then throws the other on to the prize.

I discovered this when I was playing with my brother.
