If your still having problems try this.
Find as many as you can in one go. Then quit and reload the level.
When i reloaded and used a nest i had used before it bizarrly counted as my 4/4.

In the Gilded Steam Ship where do you find 1 of the brothers of the bands at.

How exactly do you stack with the giant engineer in the room thats unlocked after ending the strike? i have 17/18, and either i have to beat something else first or...i dont know. hes too big to stack with apparently.

You must move on to the Guilded Steam Ship, then you will unlock the ability to stack into even larger dolls.
