Play hardcore.

You'll get a one shot kill 99% of the time, and the enemies won't see where you were.

Yea hardcore is the best option. Also always use magnum ammo.

I've gotten the kill streaks several times on Isla Inocentes (both as attacker and defender).....

You will unlock it as you level up each class

You should unlock them when you reach rank 15.
