Am I missing something?

I've finished the game and am now going back and doing all the extra missions and buying the stores to take over the city, but I've been all around the small island between the Deckers and Luchadores territory and bought the garage and the property but the top left side of the island is still grey and I can't find anything else to do/buy on the island

what am I missing?

There is probably a gang mission. Take a jet and fly around, also pay attention on tall buildings, if there are any...

The counter in the top left should tell you what's missing.

I've driven around the area countless times looking for anything I might have missed but can't for the life of me find anything

no activities.. just lots and lots of zombies.

Thats weird, in my two games i've completed I have a mayhem right there. If you mean Arapice island, the one with zombies, in the top left corner.

Make sure to do other mayhem challenges in other places to unlock it. (You know how you do some missions of a certain type, and later theres more across the map?)

yeah I can't see anything around that area, will try doing them elsewhere and see if one pops up..

Look at the trophy roadmap stickied in this forum. There's a section that describes what needs to be done for each district, with counts for the various activities, etc.

Compare that to what you see in the top-left corner when you look at the map in-game. That should tell you what you're missing...

Once you know that, let us know and we can try to help you find it...

This. This should tell you instantly what you are still missing. Check your numbers on your in-game map. That way, at least you know what you're looking for. It's most likely a gang operation (take one of your aircraft to easily find those).

If it's the mayhem, complete some of the other ones to make it appear, if not i'm not sure, the only things on that island is a rim jobs and that mission I think.
