Everything is Permitted glitch?
I just killed all of the assassination targets and the trophy didn't pop
 So I quit, relodaded, stats says 34/34, and still nothing. I have an earlier save so I'm hoping maybe if I try that one I'll get it, if not, then it def glitched on me =/.

no worries just play more of the story, once you meet the mayor of steelport the other 2 targets will be revealed
