What are the chances the gold brick won't appear in the clocktower?

I keep hearing that there is a glitch in the clocktower that does not allow you to get the gold brick even if you complete the requirements. It acts like it appears, but does not and is not added to you inventory.

Did this occur to many of you? From a gamefaqs guide it says go for the gold brick immediately once you enter this area and if it doesn't appear then reset. Don't do anything in the area that would cause you to autosave.

It didn't happen to me(got Plat), and I'm sure there's others it didn't happen to.

Not exactly sure what causes it to glitch.

I didn't understand how to get it. Its write "in the top of the right level......".
What is it and how i get it?
