Yes sneak up behind him and begin to choke him out with it and then you will see the icon for neck snap then just turn your controller to your right and voiala neck snap

thanks for the answer to my question..

Now, I'm really worried about completing the execution styles.. Can I achieve and complete them even after I finish the story?

about Neck Snap: Sneak up behind a goon, have the Garrot equipped and grab a goon, then turn your controller to the right (180*)
Can I do it any places?

Unfortunatly not you must do all executions beofore the end of the game because when you complete the game there are no mobsters and executions do not count on cops or civilians.

As long as its on a mobster it can be done everywhere.
