You probably won't hear anything about any new GTA games until they release the 2nd GTA IV DLC.

This could happen they done Vice City and Liberty Ciity, so this is a possibility

When Vice City Stories came out, I did hear there were no plans with San Andreas. However, since that's two years ago, things can change.

Maybe if a PSP 2 was released, it spark it off. Would be a killer launch game.

I wouldn't hold my breath if I were you. Rockstar seems rather embroiled in the GTA4 universe than the GTA3 universe right now and the next game that takes place in San Andreas will more than likely be in the continuity of the former than the later.
