Try to have the skill fragment battlemania and keep running in the tunnel in vile peaks. I encountered it there.

If your still hunting for monsters, then It's the fragment for defeating all monsters in the game you're missing.

Try skill battlemania

You don't need the "Battlemania" Fragment. The Dreadnought appears in ~50% of all battles in the south-east tunnel and very often in the area of Sergeant Blitz and a bit west of it right before you come to the Time Gate again as well.

[Moving On]

Indeed, while it is a rare enemy because he doesn't spawn in other time periods or locations, he does have a reasonable spawn rate. I ran into the Dreadnought a couple of times, eventually... but I was surprised to find out he was in the game (and I expected a tougher battle, remembering these were no real pushovers in XIII).
