I personally think a programming forum is a bit too niche for this type of site. Books, Movies, TV, etc are here since virtually everyone consumes one of those types of media.

The only examples I can think of when this happens are for topics that don't really generate discussion so much as people making a post and then leaving while other people make their own posts and also leaving. Things like the Platinum Accomplishments thread, PS2/HD Collection thread, and all those threads about "life trophies" that people keep making which rightfully get closed. Those are just threads where people pop in to say "I just got the Uncharted 3 platinum!" or "I want to see a GTA Collection!" and then leave without really having a discussion with anyone else.

With programming, there are tons of different languages and real discussion could be had if people were interested. I doubt the mods would be silly enough to lock a thread about programming in Java and tell everyone that they should use the existing C++ thread to discuss Java instead. And if they did, a simple PM to that mod or other mods to explain the difference should be enough to get the thread opened again.

I voted no as well as it's just too specialised plus I don't think the demand is there.

I would vote yes because I'd love to have one, but it would be better as a social group plus we already have sites like stackoverflow for programming discussions and questions.

I also went with no. Unless it's a programming forum to improve this site. Help out with bugs. Implement new features. Those sort of things. Then I'm for it.

Edit: Too many sites are run by one man/woman, and some sites won't even accept help. That is not the way to go with sites. (Not mentioning any, but I'm member on some other sites, and improvements takes forever...)

Because it's always a good idea to let people of questionable trust and programming skill into your site to play with the code.

What you described, THAT is not the way to go with sites. Keeping it to one person and the people that one person trusts not to fuck things up, that is indeed the way to go.

Luckily I have no programming skills whatever, so I won't have to dulge into the issues of bringing in a fellow programmer might cause, but some sites does have too much traffic for one person to cope with.
