The cost of your cards covers the printing of them. You can play the game with just the cards. (I do with friends in college) In theory, you don't have to buy the game at all.
The cost of the addons covers the development of the technology FOR the cards, not the cards themselves. The ability for the game to recognise the codes on the cards, then play a game with them is expensive stuff to design and create.
Expecting you to pay for both, in my opinion, is not unreasonable at all. Expecting to get the addons for free is, in my opinion, like expecting free petrol just because you own a car. Much like someone had to pull that petrol out of the ground, someone had to write the code for those addons.
