Path of the Red Comet???

Does anyone know how to unlock this terminal message? Trying to unlock the Zeta Gundam history missions. I read on the forum that it unlocks fairly early but I don't recall seeing it in my list. Any help would be great.

Surprised that no one responded. It unlocked after completing the For Victory mission.
