I've tried this about ten times and can't get it to pop. Is it glitched?

No, not that I'm aware of. If you purposely input the wrong action 3x (assuming you started your game with 3 lives) in any given scene then the trophy should pop during the 3rd death animation.

Try both in Arcade and Home mode, surely it will pop up immediatly. Don't forget the 3 lives option!!!
