Make sure you register the foreign minister that you want to appear. Go to the board room and call the senate, then bring up 'Friends' Senator List'. A list of your friend's Senators will appear, select the one you want to see and hit X to register them. After that they'll show up in every chit-chat.

Let's see if I get lucky this time. I'm trying to dupe two items. One is a testament with weapon innocents and the other is a Makai Wars with all the 8 statisticians.

One more thing... What do you consider a bad bribe?

Anything that is listed as "Not very interested" or "Does not Want", which lowers their approval level.
