All PS3 games are Region Free. So, Yes.
No, you can download the patch on any account you play the game on.

Wow! You were very lucky. Its a shame you missed out. I guarantee you'll never see another 50 Cent Japan Import that cheap. I paid 85 dollars for my 50 cent. I have to at least try to make some of my money back.
