That could be a possibility. Just wait until you're further into the game. The Arsenal area seems to work for a lot of people, and that area doesn't unlock until the last couple of DNA Sequences.

Although he has to be somwhere, I got him while in sequence 3. I didn't know he could be difficult to find by then, otherwise I would have taken a note what i did and where i met him...

I am getting no where with this trophy and its the last one I need, the issue comes from the fact this guy has never shown in the whole time I have played the single player I didnt know there was tax collectors in this game until I saw the trophy and then the map legend with the icon

so my question is if you have all the territory locked down by Master Assassins does this stop the spawning of the tax collector? if so will I have to start the whole game again to catch him? or can I reply a memory to catch this guy out?

No, having all the territory will not stop the guy from spawning, so you don't have to restart, and you won't have to replay either.

The best advice I can give you is to check out the tips given in this thread and the others, and to be patient. He'll show up eventually!

this was the last sp trophy i needed - all dens locked, happened in the morning collection, in the exact place in the video around 1 minute after the bank deposit.
i had never seen the tax collecter during the game until now.

me neither, I thought they stopped doing it in Assassins Creed Brotherhood, if I hadn't checked the map legend and the trophy list I would never have known this guy existed.
I finally tagged this little prick last night near the Hagia Sofia like the video, the bank was paid in and nothing happened for a couple minutes then I thought screw it started to walk away towards the stairs that lead down on the right and there he was on the stairs.
