p.s. I was 100% synchronization on all sequences (not everything, though). Looks like this can be done at any point in the game (and likely not just in that area).

I really love you guys, you saved me from insanity. After 10 hours passed to go through the map to find one of them, i used your tips and he showed up not during money transfer but during the moment when you won the ingredients of bombs thanks to the murderers's missions, exactly at the same moment near the bank of the "blob" tree. The first time i tried it.

Just to confirm it, i obtained the trophy after completed the game at 100% and have done all the missions.

It happened again. I went to the Fight Club, took a few tries to beat the fifth round (previously I failed), this time I did it and once again ran towards the white bomb icon and jumped across the boats to get to it. Once again I saw the icon for the Official and also saw the icon for the Tax Collector and this time I didn't bet any money at all.

It can't be a coincidence that twice I've done Fight Club and twice the courier as appeared. Could be a much faster way than doing bank, blob, run to bank, collect money, walk in circles and so on. Oddly enough I think it's the same position, the tree with a burnt hut or something built around it.

Got the Tax Collector to spawn yesterday, finally, using the trick posted here where you take money from the bank near the gates to the Arsenal, then moving into the Arsenal until the bank icon disappears... and then running back out the gates. He spawned immediately, too, so that was a relief.

Sorry guys, don't know how to do that copy thing in here. A side note, as soon as I got the money the first time I went inside the Arsenal behind the closest crane & didn't move untill the money was deposited & BAM just as decribed above, it worked!!!

You can Quote a post by simply pressing the Quote button at the bottom of the post you want to quote.

This method seems to be working quite good for most people makes the trophy a whole lot less luck-based.

I also had this method work for me, except I didn't go into the arsenal, I went to the pigeon coop on the other side of the wall by the water and set up a bunch of assassin missions. When I came back in to the bank area there he was running down the street at a diagonal to the north-west. My advice to people trying this method is patience, he's not gonna show up instantly when your money is deposited, hangout in the area for a few minutes. Def the only trophy that was a pain for me to get (all I have left are Sage and True Templar)

By now, I've been able to spawn the Tax Collector three times... and all three times it happened when I was either in the Arsenal or just coming out of it. I was collecting all the treasures this weekend there and sure enough, he popped up again. Didn't go after him this time, because I already have the trophy, but yeah, the Arsenal seems to be the most likely trigger.

You seem to be right about the Arsenal, because I got the tax collector to pop up 2 times a few hours ago while I was in there finishing with the traitor (play the game and you'll know :]). Definately a good place to be if you need the Tax Evasion trophy
