Thanks yea I found it right after I posted, I forgot all about the garden area.

EDIT:
I found this I could have swore I did this but oh well ill post it incase someone else needs help with it.

"Living Large and Small Picture". For this you will need to go to the
Goo dispenser which should be near Stinky Pete. Press the green button for the
green goo that will make things grow and press the purple button for the
purple goo that will make small. Pick up a goo ball and toss it at someone,
then pick up the other goo ball and toss it at someone else. Now pickup the
little guy and drop him by the big guy and take the picture of both of them
together.

VERY simple but for some reason I could not get it to unlock the first few times LMAO

tip came from here which has a FULL guide on everything just use (ctrl+F) then type your mission name in and there ya go a guide on how to do it =D
