Not a difficult boss battle in my opinion.There is a precision rifle lying around somewhere which I used to finish him off.Just keep well away from him using cloak when necessary and start taking headshots when he stands still.Stop firing and take evasive action the moment he spots you and starts shooting back.If you don't and continue firing at him hoping to land a few extra shots,he WILL mow you down and you will have to restart the fight.
