Well, we do see Buggy performing what seems to be Bara Bara Festival in Orange Town so I would expect that it will start at the beginning of the story, which I prefer then just starting off somewhere in the middle.
I'd find it awesome though if it doesn't start at Buggy and rather begins at Alvida and Morgan. Would make for good tutorials methinks since there's not much story (especially for Alvida). Wishful thinking I know.
