3. My strategy: Brock vs. Shaq (whom you can unlock with the cheat which you enter in the main menu: RIGHT, UP, LEFT, RIGHT, DOWN, LEFT, UP, RIGHT, DOWN, LEFT, SQUARE, TRIANGLE, TRIANGLE, SQUARE, START).
Run up to him and grab him in the single collar tie clinch (L1 + RS towards opponent);
Spam strong punches (L1 + Triangle) and block his transitions
Repeat last two steps until he's KO.
