It's been awhile since I played, but I thought you started at Division 4 and worked your way up to Division 1 (or was it D to A, can't remember if they used letters or numbers).
But I am 99% sure that there are four divisions, so if you have won three of them (and not placed last in any to get bumped back down), then yes, I believe you are at the top level.
